Charles “Scott” Sulcer continues to have a great impact on the growth and sustainability of WILL Technology, Inc., serving as the Executive VP. He has invested countless hours overseeing all finance and contract administration which is critical to exceeding the expectation in delivering superb service every time. I have been trying to get to the WTI Corporation Support Staff for about two years. Since January 2022, I made an additional appearance. Leaving the company has been a task however I tend to keep my distance in the background in finding my way around the office.

Bill is a relatively new however outstanding member of the WTI team supporting the US Army Warrant Officer Career College contact in Fort Rucker, AL, where he currently serves as an instructor/writer and team leader. He brings 32 years of military and command experience to the team and specializes in 20th-century military history. Kathy has been an intricate part of the WTI team since 2019.  As the Contract Analyst, she provides excellent discernment in processing proposals. She ensures best practices are executed throughout the contract scope with the Executive Management team by having a keen eye in processing and maintaining files for accuracy/issues. Kathy has been instrumental in collaboration with CNI Solutions in the LaunchIt program, where WTI sponsors individuals in a 12-week course to become successful business owners. She is committed to devoting her best within WTI to yield exceptional results to the company's growth.

Melissa plays a vital role in providing exceptional and passionate instruction to the Warrant Officer Career College (WOCC) students in Fort Rucker, AL. She is continually recognized by both staff members and students for her innovative approach to engaging the student in an active manner. Missy exceeds the standards in every area of preparation, instruction, and evaluation to ensure that each student walks away with a unique educational experience. She has assisted in the development of critical course improvements that are projected to directly increase the academic rigor and success of the WOCC military history department.

Cynthia Coleman has been employed with WILL Technology, Inc., since November 2019. As the Quality Control Analyst, she provides support and insight on a myriad of components to ensure that our core competencies and services meet industry’s best practices by implementing exceptional quality standards and process improvement methodologies. Cynthia is also responsible for overseeing community service projects. Cynthia brings her can-do attitude, willingness to help others, and years of quality experience to work daily. She is a performance-oriented person and a dynamic self-starter with a demonstrated track record of producing outstanding results at all levels within the organization.

Jesse Lugo has played an essential, mission-critical role in supporting the WTI Team at the 2-13 Aviation Regiment (Fort Huachuca, AZ) f. He enjoys the personal experience of communicating with users while assisting them. In addition, he is dedicated to working hard with other sections locally to exceed the 2-13 Aviation Regiment standards. Bailey Sulcer:

Bailey Sulcer has interned with WTI throughout her four years of college and has been a great asset to our Corporate office. Bailey Sulcer came on board full time in 2019 after graduating Magna Cum Laude at Savannah College of Art and Design (SCAD). She has returned to WTI and has supported our Executive Management Team through establishing new processes for marketing, multimedia design and overall growth of our company. She is truly a “value-add” to our team and we are pleased to name her employee of the year for 2019.

Bailey Sulcer has been an essential part in supporting the corporate aspect of WTI. She has provided support in training, administrative responsibilities, assists staff with equipment set up, leadership roles, event planner, and various tasks of the business. Raul has been an integral part of WTI's support to TRADOC as a Senior Help Desk Administrator. With more than five years in the IT solutions discipline, Raul is a proficient IT professional who provides administrative, diagnostic, and maintenance support to Army automated system users. His level of IT proficiency is backed by various professional certifications. Ted Baxter:

Ted Baxter: Terrance Baxter has served as the Program Manager of the Information Technology System Service (ITSS) contract at the United States Army Aviation Center of Excellence since September of 2017. During his time as Program Manager, his oversight of Network Engineers, IA Analyst, and Two Tiered Help Desk personnel groups has been stellar. Ted has over 25 years’ Enterprise IT experience , several IT and professional certifications.
